Summary of Allegations

As a result of a referral by the Inquiries, Complaints and Reports Committee, it is alleged that

John Sabry Botros Khalil, while employed as the Designated Manager of the Pharmacy, and/or as director and/or shareholder of the corporation that operated the Pharmacy at Rideau Clinic Pharmacy in Ottawa, Ontario (the “Pharmacy”), committed professional misconduct in that he:

• offered $40.00 to Patient A in exchange for the referral of a new patient to the Pharmacy.

In particular, it is alleged that he:

• failed to maintain a standard of practice of the profession;
• practiced the profession while he was in a conflict of interest;

engaged in conduct or performed an act relevant to the practice of pharmacy that, having regard to all the circumstances, would reasonably be regarded by members as disgraceful, dishonourable or unprofessional.
