Purpose
This policy outlines the requirements for registrants to transfer from Part B of the Register to Part A, in accordance with O. Reg 256/24: General Regulations subsection (6) under the Pharmacy Act, 1991.
Scope
This policy applies to all registrants listed in Part B of the Register who wish to transfer to Part A.
Policy
A Part B pharmacist seeking to transfer to Part A of the Register must successfully complete within 12 months of the date of their application:
- The proctored format of the Knowledge Assessment (KA-P)*, and
- One of the following three options**, based on their preference:
The KA-P and practice assessment may be completed in any order.
A Part B pharmacy technician seeking to transfer to Part A of the Register must successfully complete within 12 months of the date of their application:
- The Self-Assessment Tool (SAT)***, which is administered online through the registrant’s OCP portal, and
- One of the following three approved options**, based on their preference:
- Pharmacy Examining Board of Canada’s (PEBC) Objective Structured Performance Examination (OSPE) exam
The SAT and practice assessment may be completed in any order.
Notes:
*Part B pharmacists who have successfully completed a KA (either unproctored or proctored) within the past three years will not be required to repeat this requirement.
**Part B pharmacists and Part B pharmacy technicians who have successfully completed a Practice Assessment (PA) under the College’s Quality Assurance Program within the past three years will not be required to repeat this requirement.
***Part B pharmacy technicians who have completed a SAT within the past three years will not be required to repeat this requirement.
Fees
Registrants are responsible for all applicable fees associated with transferring from Part B to Part A of the register.
Unsuccessful Attempts
If a Part B pharmacist does not successfully complete the KA-P on the first attempt, they may re-attempt the assessment multiple times within the allotted 12-month period.
If a Part B registrant does not successfully complete their chosen practice assessment on the first attempt, they may re-attempt the same option or choose and attempt another practice assessment option, multiple times within the allotted 12-month period, provided applicable fees are paid.
Requirements Not Met Within 12 Months
If the requirements set out in the policy are not satisfied within the 12-month timeframe, the Part B pharmacist or pharmacy technician will not be transferred to Part A. The Part B registrant may request an extension of this timeframe from a panel of the Registration Committee to be able to continue performing the controlled acts and providing care to patients.
